Just found CivicSpace, which looks like you have to use through either Drupal or Joomla.

I quick search turned up this,
http://sos.sourceforge.net/ , but I haven’t had a chance to take a look at it.

Also, I have been looking for a good project to learn Ruby on Rails with, but this one may be too big and needed too soon for that to be feasible.
